Property management

Management of leasehold and freehold premises:

  • Monitoring leases, advising and undertaking action on rent reviews, renewals and expiries.
  • Liaising with third parties in respect to lease renewals or rent reviews.
  • Monitoring and advising on lease obligations and compliance.
  • Maintaining accurate lease data.
  • Managing reinstatement or make good.
  • Invoice management, including Opex and rental payments and reconciliation.
  • Managing freehold premises, including compliance with regulatory and legislative and local authority requirements.
  • Providing budgeting advice and forecasting.

Property advisory

Providing advocacy and advice:

  • Strategy and planning advice relating to negotiations, acquisitions or disposals.
  • Supporting or leading negotiations, disputes or variations, including liaising with parties such as LINZ Crown Government Property Group where Treaty of Waitangi impacts are relevant.
  • Supporting site sourcing and procurement processes.
  • Supporting construction management or implementation (e.g. fit-out).
  • Writing and peer-reviewing agency business cases.
  • Providing general advice such as market intelligence and benchmarking.

Market rental valuation

  • Undertaking scheduled physical inspections of properties.
  • Providing valuation reports to establish current market rental for leased premises.
  • Providing advice and reporting regarding lease buy-outs.
  • Establishing current market values of agency-owned land or buildings.
  • Assisting with lease negotiations or lease or rental disputes as required.

What’s not covered

Consultants are covered by this contract. Contractors are out of scope. A contractor is an individual being provided to an agency with no defined outcome, agreed milestones or extensive warranties.

  • Construction related consultancy services, including building design, architectural services, project management and quantity surveying.
  • Facilities management services, including contract management, building compliance services, repairs and maintenance, office relocation and storage, asset management services, external building services, asset care and job-logging services.
  • Building Warrant of Fitness inspections.
  • Concept design.
  • Fit-out and refurbishment works, including internal alterations, electrical, mechanical and security services.
  • Organisational change management and IT change management.
  • Property portfolio management of Crown-owned property, including advising on the disposal of crown-owned estate.
  • Procurement strategy and consultancy, including policy, sourcing, spend analysis, supply chain logistics and inventory management.
  • External legal services and/or documentation in relation to property.

Savings and costs

Savings

Agencies participating in the property consultancy services contract don't need to go through a full procurement process of their own, which saves time, effort and cost.

We have secured daily and hourly rates per consultant, per provider. A full outline of the rates is available via the Online Panel Directory set up specifically to assist agencies with identifying suitable providers. The secured rates are the maximum rate that should be charged and where appropriate. Agencies are encouraged to negotiate rates below the maximums taking into account the nature of the engagement.

Costs

There is currently no administration fee charged on this contract. We reserve the right to introduce an administration fee if required to support delivery of services to agencies.
