Rule 8 guidance handbook

Government procurement can be used to have a positive impact on New Zealand's economy. Use this guide to apply Rule 8: Economic benefit to New Zealand.

Using this handbook

To learn what economic benefits are and whether you need to include them in your procurement process, start with the 'Economic benefits essentials' section.

Economic benefits essentials

The next section has guidance on how to pursue economic benefits throughout each stage of the procurement lifecycle.

This guidance applies regardless of which specific benefit(s) your organisation is seeking.

Applying economic benefits throughout the procurement lifecycle

The next section describes 7 model economic benefits you might be seeking in your organisation’s procurement activities:

  • Increased use of New Zealand businesses
  • Employment and workforce development
  • Uplifting sector or supplier capability
  • Growing innovation and new business opportunities
  • Supporting environmental sustainability and resilience
  • Promoting regional and community development
  • Promoting social and cultural outcomes

When submitting your contract award notice on GETS, you’ll be asked to specify which economic benefits you included. The options in the list on GETS match to these model benefits.

The benefits described as workforce participation, training, and pay or conditions on GETS are reflected in this model under “employment and workforce development”. GETS also lists the benefit of supporting export opportunities, which is covered in this model under “Growing innovation and new business opportunities”.

Once you know what benefit(s) you want to pursue, read this section for example questions and performance measures you can use.

Use these specific benefits alongside the more general guidance in the lifecycle section. The sections link to each other to help you do this.
