Principles and the Government Charter
Requires agencies to have procurement policies that incorporate the six Principles of Government Procurement and the Government Procurement Charter, and to publish these policies.

Integrity
Requires agencies to ensure the integrity of their procurement activities and processes.

Transparency and accountability
Requires agencies to ensure accountability for and transparency in their procurement activities and processes.

Rule 4:
Non-discrimination and offsets
Requires agencies to give all suppliers an equal opportunity to bid and prohibits offsets at any stage in the procurement process.

Rule 5:
Protection of supplier information
Explains that agencies must protect suppliers' confidential or commercially sensitive information and sets out the circumstances when this obligation will not apply.
