Uplifting capability through insights
An important part of New Zealand Government Procurement’s offering is our Workforce and Capability team. They help to promote best practice, foster collaboration, and develop procurement practitioners’ knowledge and skills.
New Zealand Government Procurement is responsible for developing the capability of the procurement sector as part of procurement system leadership. This ensures agencies have the skills and knowledge to deliver government procurement that benefits New Zealand.

Data is at the centre of this work. It helps the team identify where agencies need support and provides a clear view of system performance. Pam explains, “For example, the Procurement Capability Index (PCI) and workforce survey data give us a strong base of information. This helps us to identify capability gaps, measure progress over time, and determine where support is needed.”
This work is not possible without agency engagement. “Agencies’ commitment to these capability initiatives provides us with rich and insightful data. We’re always looking at different ways to support the system and deliver actionable insights.”
Pam’s team responds to the system’s needs. They’ve produced capability frameworks, a Community of Practice, refreshed training modules in our eLearning platform, Hīkina, and more. “System insights drive what we do. The workforce and PCI data help us evaluate the success of capability initiatives and see what needs our focus,” says Pam.
