Rule 6:
Planning

Primary requirement

  1. Agencies must conduct appropriate planning based on the value, risk and complexity of each procurement.

Application

  1. Agencies must:
    1. identify whether the good or service is covered by an existing All-of-Government, Open syndicated or Common Capability contract (see Rule 38, Rule 39 and Rule 40
    2. engage with other agencies to seek opportunities to collaborate, where appropriate.
  2. Agencies must consider the following in their planning:
    1. the procurement objective
    2. market analysis and engagement
    3. demand analysis
    4. the sourcing approach
    5. economic benefits
    6. risk identification, analysis and management, including national security risks (see Rule 26)
    7. due diligence throughout the procurement lifecycle (see Rule 25)
    8. the evaluation criteria and methodology
    9. the form of contract
    10. the contract management approach 
    11. relevant funding and other approvals
    12. governance.
