New tools to support government procurement professionals

We’re excited to announce the launch of the Government Procurement Practitioners Competency Framework. The framework, along with the Competency Assessment Tool and Learning Pathways Guide, is now available on our website.

Develop your procurement skills

These resources help procurement professionals and their managers identify strengths, development opportunities, and clear career pathways. They establish a common standard of best practice across the government procurement system.

Benefits of the framework

  • Consistency and best practice – the framework sets a common standard for procurement competencies across government.
  • Career development – the assessment tool and pathways guide support professional growth, enabling meaningful development conversations.
  • Flexibility and inclusivity – it’s designed to fit a wide range of agencies while drawing on industry expertise.
  • Foundation-level learning – resources are available for all public service professionals, encouraging interest in procurement careers.

Informed by experts

These resources were created with the guidance and knowledge of procurement capability experts from across the government procurement system. NZGP would like to acknowledge the working group representatives who helped create these tools and resources:

Annette Burton, Angela Williams, Becky Urlwin, Candice Marais, Carol Kortens, Christine Raumati, Craig Doherty, Dan Mills, Emma Hillman, Fiona MacDonald, Huntley Wright, Julienne McRae, Karen Johnson, Karla Davidson-Brown, Kath Speedy, Katherine Scapolo, Megan Prince, Miki Cooke, Mudra Hadkar, Nat James, Nerissa Ramlall, Robbie Chui, Ryan Challis, Thijs Nicolas, Tim May, Val Wilhurst and Vic Jadhav.

How to use the framework

Procurement professionals can:

  1. complete the Competency Assessment Tool to identify learning priorities
  2. use the Learning Pathways Guide to plan development activities and integrate them into performance plans
  3. use the competencies in the framework to understand the desired skills for each level from Foundation thought to Leader in procurement.

People leaders can use the framework to:

  1. support team capability development
  2. inform recruitment and workforce planning.

We found the framework easy to understand and practical to use. Our teams liked the way expectations are explained at each level, saying it helped demystify what 'good' looks like in higher roles. The framework provided our people a clearer sense of where to focus their development and how to connect that growth to their day to day work.
