Knowledge Hour – Michael Alp

New Zealand Government Procurement’s new General Manager Michael Alp takes the industry’s questions about what’s next for New Zealand’s public service procurement future.

The new Procurement Rules, supply chain issues, and the importance of contract management were all touched on by NZGP General Manager Michael Alp at our latest Knowledge Hour.

Michael answered a range of questions from hundreds of attendees from the New Zealand procurement community in late July.

The questions covered how people were expected to work with the incoming rules, what Procure Connect would do, and what Michael wanted to achieve with the system.

“It’s important the basics are done well. Procurement planning, managing conflicts, and contract management; without these, the ‘shiny new’ tools are meaningless.”

The work of NZGP is customer focused and that means suppliers as well as agencies, he said.

"Everything we do puts our customer first."

To support users with the new systems, to balance the basics with aspirational projects, there is a range of guidance material online to help, he said, along with a commitment to developing materials people may need.

“We’re working to make Hīkina accessible through agency in-house learning systems. We’re making it easier for cost centre managers and procurers to access the training material on there. It doesn't matter if you're a part time procurer, or if that’s your only job, we have something for you.”

And when it came to what people could expect from Procure Connect, Michael said the platform would make buying through All-of-Government (AoG) contracts simple.

“It’ll help you find the best supplier and for the relevant cost centre owner in your agency to approve the sale. It creates efficiencies.

“Longer term, expect the platform to replace GETS for primary procurement. It will also deliver contract management. You’re looking at end-to-end procurement. Not only for AoG, but it’ll offer a one-stop-shop for all agency purchases.”
