Help to build your property-related iwi relationships

The Property consultancy services contract can do the heavy lifting for you when it comes to fulfilling your agency’s property-related obligations under Te Tiriti o Waitangi/The Treaty of Waitangi.
Any agency, council and school, big or small, can join the Property consultancy services contract to access help with property-related iwi relationships says Senior Commercial Specialist Michael Devlin.
Under Te Tiriti o Waitangi/The Treaty of Waitangi, the Crown has obligations to Māori, iwi and hapū, particularly on property matters says Senior Advisor Māori Procurement Dee-Jay Gray.
"If you don’t already have well-established relationships with iwi in the region you’re working in, this panel can help you engage Māori early in property-related projects and form better relationships while developing your property needs.
"You don’t have to be the expert and build everything from the ground up. There’s a panel of people you can partner with who will help you."
Michael says this was a service agencies asked for as they often didn’t have the capability or confidence within their own agency. The sub-category was added to the panel in 2024.
"While some larger agencies have in-house capability to engage with local iwi, smaller agencies may not. They can now have access to some of the best advice."
The property-related iwi relationships section of the contract:
- establishes and facilitates relationships between iwi, hapū, mana whenua and government agencies relating to property
- supports the development of cultural capability of the property-related project team
- leads and supports the development of place-based outcomes with landlords, government agencies and other providers; and
- manages communications and engagement with iwi, hapū, mana whenua and government agencies.
Michael runs the common capability contract at New Zealand Government Procurement. He acts as a first port of call for many who go on to work with the Government Property Office.
"You can always contact us for advice. We’re a pan-government agency. We won’t turn you away."
There are other benefits too, he said.
"We’ve done the primary procurement, so you don’t have to. Most challenges are taken care of."
