5th edition of the Procurement Rules – a progress report
Government agencies are making great overall progress with the implementation of the latest edition of the Government Procurement Rules, says Michael Alp General Manager, New Zealand Government Procurement.
"The new Rules came into effect on 1 December last year. In recent months, we have seen 86% of openly advertised tenders seeking economic benefits. This shows that compliance is increasing as agencies adjust to the new requirements in Rule 8.
"We appreciate the effort agencies are making to adapt and change to the new requirements. We have tried to reduce the reporting burdens on agencies by adding new fields in GETS that gather accurate and up-to-date information about economic benefits."

Other rules achievements
- Most mandated agencies have now sent us annual reports on the woollen fibres policy, and this is providing us with valuable information. This policy is implemented under Rule 9.

- We anticipate a good reporting return from in-scope agencies that run an internal panel. Rule 22 closes a significant gap in the transparency of secondary procurement spend through agency-led panels. Reporting, due 1 October 2026, won't impact all agencies, but if it does, use this template.
- More and more agencies are complying with the Rules by publishing contract award notices on GETS within 30 business days of all parties signing the contract/s. This improves transparency and accountability for the expenditure of public money and will mean there is better system-wide data to support evidence based decisions.

"Overall, we’re really pleased and appreciative of agencies' efforts. There are pockets where we can do better and we’d like to see improvement in the next few months, for example, more agencies need to make their procurement policies publicly available." says Michael.
