2025 Procurement Capability Index highlights

The 2025 Procurement Capability Index (PCI) results show steady progress across several areas of procurement capability, demonstrating agencies' commitment to strengthening procurement practices.

We can see stronger procurement policy implementation, an increased focus on critical contract and supplier visibility, improved performance monitoring, and some positive movement in workforce and capability-related measures.

Key findings include:

  • 98.9% of agencies reported that procurement policies are understood and implemented to a positive extent.
  • More than 84% of agencies recorded core contract details.
  • 93.8% of agencies reported collaboration between procurement teams and the wider business, up from 85.7% in 2024.

The results also point to opportunities for agencies to further strengthen strategic planning, supplier segmentation, and performance tracking.

Thank you to those agencies who completed the 2025 PCI. Your input helps us understand system-wide capability needs and tailor our support, guidance, and initiatives. The 2026 PCI is now open, and continued participation will help build a clearer picture of progress over time.
